Raisi issued a message on Wednesday to congratulate Putin on the occasion which marks the day on June 12 1991 on which the Russian parliament formally declared Russian sovereignty from the Soviet Union.
The day is regarded by many Russians as an opportunity to demonstrate their national pride.
