In the Name of God, the Most Compassionate, the Most Merciful
Today, in this august Assembly, Prim Minister of notorious Israeli regime made a series of entirely baseless allegations against my country.
At this late hour, I do not want to take the precious time of distinguished delegates to reply to such unfounded statement, which I do not dignify it with an answer other than categorically rejecting it, in particular regarding nuclear program of my country which is exclusively peaceful and in full conformity with our international obligations and in exercising our inalienable right to use nuclear science and technology for peaceful purposes.
I also don't wish to take the valuable time of delegations to explain very well-known history and record of my country; a country which has no record of aggression in its history for centuries; a country which is a Party to all major international instruments banning the production and use of Weapons of Mass Destruction, namely, the NPT, CWC and BWC, and fully committed to all its relevant legal obligations under such treaties; a country which is proud of proposing the idea of establishing a Nuclear-Weapon-Free Zone in the Middle East and continues to strongly support its realization; a country which not only has never been involved in terrorist activities, but also more than 17,000 of its citizens including its nuclear scientists have been martyred by foreign-baked terrorists; a country which is the main victim of the use of Chemical Weapons in the contemporary history as a result of nearly 600 attacks which resulted in injuring or martyrdom of more than 100,000 Iranian citizens, including more than 7000 injuries among civilians as a result of nearly 30 attacks to Iranian cities and villages.
likewise, I don't want to refer to totally dark record of Israeli regime in ruthlessly killing innocent women and children and committing genocide, war crimes and crimes against humanity in more than 6 decades, the 33-day war against Lebanon and 22-day barbaric attack on Gaza and also its inhuman blockade of Gaza Stripare only some recent examples of such atrocities.
I don't want either to describe the dark history of terrorist activities committed by this regimewhich is based on terrorism and is the father founder of State-terrorism in the world.
What I would like to bring to the attention of distinguished delegates is only a very small portion of the dark history of this regime, which is its record of non-adherence to the international instruments on Weapons of Mass Destruction and its non-compliance with its related obligations under the UN Charter and International Law.
Not only the Israeli regime is the only non-NPT Party in the Middle East, but also and despite repeated calls by the international community, it has never declared its intention to do so.
The worst is that, in a statement on 11 December 2006, the then Prime Minister of Israeli regime admitted the possession of nuclear weapons by this regime, which as repeatedly reiterated by 120 States Members of the Non-Aligned Movement, "poses a serious and continuing threat to the security of neighboring and other States."
Taking into account these realities and through the consensually adopted Final Document of the 2010 NPT Review Conference, 189 NPT States Parties, including the U.S. and other main supporters of the Zionist regime, unanimously called upon this regime by name, to accede to the NPT without any condition and put all its clandestine nuclear activities under the international safeguards.
Now, this regime's Prime Minister shamelessly and hypocritically and with hue and cry, and by making baseless and absurd allegations against exclusively peaceful nuclear program of my country, tries to abuse the tribune of this august Assembly to divert the attention of Member States from the danger of its nuclear arsenals, its clandestine nuclear program and its un-safeguarded nuclear facilities which are the only source of treat to the peace, security and stability in the Middle East and beyond.
Instead of making baseless allegations against other countries in the region, this regime have to obey the repeated calls by the international community, and to accede promptly and without any condition to the NPT as a nonnuclear-weapon party and to place all its nuclear-related facilities under the comprehensive IAEA verification system. The international community should also continue to exert utmost pressure on this regime, particularly in the upcoming 2012 NPT-related Conference on the establishment of a Nuclear-Weapon-Free Zone in the Middle East, to force it to abide by international calls.
Equally, this regime which is also a non-party to WMD-related treaties other than the NPT, and by developing Weapons of Mass Destruction, tries to solve its inherent problem of legitimacy, have to be compelled to fully comply with all its international obligations.
While the use or threat of use of force under any pretext is a grave violation of the principles of UN Charter and international law, as well as the norms of international relations, the officials of the Israeli regime are so rude who, on daily basis, threaten countries in the region, particularly my country, of military attack.
The Islamic Republic of Iran is strong enough to defend itself and reserves its full right to retaliate with full force against any attack. At the same time, the international community should leave up to its responsibility and exert pressure on this regime to end all these irresponsible behavior in a volatile region such as the Middle East.
Finally Mr. President, for the second time in the recent history of the United Nations, today anunfounded and imaginary graph was used to justify a threat against a founding Member of the United Nations. However, it is worth mentioning that in our increasingly interconnected world and in the information age, it is hardly possible for the nations to be fooled by such absurd means. It is evident that no amount of slander, deception or smear campaign by the Zionist regime can cloud its dark history or divert the attention of the nations from the realities.
