He made the remarks in a meeting with the Director General of Belgian Foreign Ministry for Bilateral Affairs Johan Van Dessel.
Iran is ready to review the human rights issue with the Western governments without any precondition, Larijani added.
He asserted that West should not impose its cultural values to other nations with a different cultural and religious values.
The western governments say the human rights is a universal charter and has nothing to do with the western cultural values.
Iran is updating its legal code systematically and has banned stoning-to-death after it recognized that the law cannot be applied in the modern time.
Mohammad Javad Larijani said that Iran is bound to all international documents on human rights it has signed.
Referring to the United Nations Human Rights Council mechanism for observing human rights in member states dubbed as Universal Periodic Review, he noted that Tehran welcomes such mechanisms.
The official rejected appointment of a special rapporteur for observing human rights situation in Iran and called it as illogical and discriminatory.
Larijani criticized the anti-Iranian approach of current special rapporteur on the situation of human rights in Iran and noted that Ahmed Shaheed has been manipulated by Iranˈs opposition groups in exile.
He blamed the western governments double standard approach towards terrorism, adding that US and European countries have become a safe haven for anti-Iranian terrorist groups including the MKO and PEJAK.
Larijani underlined that Iran expects the western governments to support its efforts against drug trafficking and terrorism.
Director general of Belgian Foreign Ministry for bilateral affairs for his part welcomed expansion of all out ties between the two countries particularly in field of human rights.
The official expressed his deep concern over presence of European terrorists in Syria, adding that they are a danger to world and the EU security.
