Iravani: The Abduction of Maduro by the United States Is a Gross Violation of International Law

Iravani stated that the abduction of the elected President of Venezuela and the First Lady by the United States constitutes a flagrant violation of international law.

According to Khabaronline, Amir Saeid Iravani, Ambassador and Permanent Representative of the Islamic Republic of Iran to the United Nations, stressed at the emergency meeting of the UN Security Council on the abduction of the President of Venezuela by what he described as the terrorist regime of the United States that Washington is openly seeking to replace international law and the UN Charter with its own domestic laws.

He warned that this approach represents a serious alarm for the international community and all Member States. Such unlawful conduct, he said, targets the very foundations of the Charter-based international legal order and creates a dangerous precedent that must be firmly and unequivocally rejected.

The full text of his statement is as follows:

In the Name of God, the Most Compassionate, the Most Merciful,

Mr. President,

I thank you for convening this urgent and important meeting. We appreciate the presence of the Deputy Secretary-General of the United Nations, Ms. DiCarlo, and extend our special thanks to Professor Jeffrey Sachs for his enlightening and substantive briefing and for his valuable contribution.

At the outset, I would like to extend my sincere congratulations to Somalia on assuming the Presidency of the Security Council for this month. I also warmly congratulate Bahrain, Colombia, the Republic of the Congo, Latvia, and Liberia on their election as new members of the Security Council.

Mr. President,

The Islamic Republic of Iran aligns itself with the statement delivered by Eritrea on behalf of the “Group of Friends in Defense of the Charter of the United Nations” and wishes to make the following remarks in its national capacity:

First, the Islamic Republic of Iran condemns in the strongest possible terms the military attack by the United States of America against the Bolivarian Republic of Venezuela. This unlawful act constitutes a clear example of state terrorism and a blatant violation of the Charter of the United Nations, in particular Articles 2(4) and 2(7), as well as peremptory norms of international law. It amounts to an internationally wrongful act and a full-fledged act of aggression.

Such military aggression against an independent Member State of the United Nations constitutes a serious breach of regional and international peace and security and carries profound and far-reaching consequences for the international system as a whole.

Second, the abduction of the elected President of the Bolivarian Republic of Venezuela and the First Lady by the United States constitutes a gross violation of customary international law, including the principles relating to the immunity and inviolability accorded to Heads of State and Government under international law. It also represents a grave assault on the principle of the sovereign equality of States.

While recalling Venezuela’s inherent right to self-defense, the Islamic Republic of Iran underscores the legal responsibility of the United Nations—particularly the Security Council—to take urgent action to halt this unlawful aggression and to ensure accountability and responsibility for all those involved. Iran further reiterates its full and unwavering support for the people and the legitimate, elected Government of the Bolivarian Republic of Venezuela.

Third, the United States is openly seeking to substitute its domestic laws for international law and the Charter of the United Nations. This approach constitutes a serious warning to the international community and all Member States. Such unlawful behavior undermines the fundamental foundations of the Charter-based international legal order and establishes a dangerous precedent that must be firmly and unequivocally rejected. The declared U.S. policy of so-called “peace through strength” promotes the law of the jungle and the rule of force instead of the rule of law, and if tolerated and normalized, it will render the collective security system enshrined in the Charter ineffective, meaningless, and devoid of purpose.

Fourth, the continued inaction and paralysis of the Security Council in the face of explicit threats and acts of aggression by the United States have fostered a dangerous climate of impunity. This situation has emboldened the United States to persist in unlawful conduct that poses a serious threat to regional and international peace and security.

In recent days, the President of the United States has repeatedly issued public threats to use force against the Islamic Republic of Iran, which constitutes a clear violation of Article 2(4) of the Charter of the United Nations.

At the same time, the United States hypocritically claims to support the Iranian people while shedding crocodile tears for them, despite its well-documented record of intervention, use of force, and the imposition of unlawful unilateral coercive measures against Iran.

These actions include the direct political, military, and operational support and participation of the United States in the joint and unlawful war of aggression by the Israeli regime against Iran from 13 to 24 June 2025—a war that resulted in the killing of civilians, attacks on civilian infrastructure, and the commission of serious violations of the fundamental human rights of the Iranian people.

The Islamic Republic of Iran once again reaffirms its inherent right to defend its sovereignty, territorial integrity, and national security, as well as to protect its people against any form of foreign intervention. The United States of America will bear full responsibility for any consequences arising from its unlawful threats and any subsequent escalation.

In conclusion, we categorically and unequivocally reject the baseless accusation and unjustified reference made against Iran by the representative of the United States during this meeting. The facts on the ground are entirely clear; they speak for themselves and cannot be concealed by political rhetoric or fabricated narratives.
