According to Khabaronline, an Iranian news agency, In the letter, Iravani wrote to UN Secretary-General António Guterres and the President of the Security Council: “The United States and the Zionist regime bear direct and unequivocal legal responsibility for the loss of innocent lives, particularly those of young Iranians.”
He added: “These reckless statements openly encourage political destabilization, fuel violence, and threaten the sovereignty, territorial integrity, and national security of the Islamic Republic of Iran. Such positions constitute a gross violation of the fundamental principles of international law enshrined in the UN Charter, particularly the prohibition of threats or use of force under Article 2(4) and the principle of non-intervention in the internal affairs of states under Article 2(7).”
In another section of the letter, Iravani noted: “These interventionist statements are part of a continuous and escalating pattern by the U.S. President over recent weeks, during which he has repeatedly threatened the use of force against Iran, as documented in our previous communications dated December 30, 2025, January 2, 2026, and January 9, 2026.”
The letter further states: “The U.S. President’s remarks should be understood as part of a broader regime-change strategy, complementing the 12-day aggressive war against the Islamic Republic of Iran in June (Khordad) 2025. This strategy is pursued through a campaign of ‘maximum pressure,’ including unlawful unilateral sanctions, deliberate social and economic destabilization, systematic spreading of insecurity, and incitement of youth to confront the Islamic Republic of Iran.”
The letter also emphasizes: “Given these clear violations of the UN Charter and international law by the United States, and their grave consequences for regional and international peace and security, the Secretary-General and the Security Council, in accordance with their responsibilities under the Charter, must firmly and unequivocally condemn all forms of incitement to violence, threats of force, and interference in Iran’s internal affairs by the United States.”
It further urges: “The Secretary-General and the Security Council should call on the United States and the Zionist regime to immediately halt their destabilizing policies and actions, fully comply with their international legal obligations, and issue a clear warning to the United States regarding the potential consequences of any mistaken calculation leading to military aggression against the Islamic Republic of Iran.”
The letter concludes by urging all member states to refrain from any provocative or irresponsible statements or actions that violate the UN Charter, including the principles of sovereignty, territorial integrity, and political independence of the Islamic Republic of Iran.
