On Monday, the so-called Syrian National Council (SNC) said in a statement that it needs guarantees of support from Syrian militant groups as well as the countries financing and arming them.
“After studying the proposals and after deliberation on the question of creating an interim government, we decided to set up a five-member committee tasked with consulting with opposition forces, the Free Syrian Army and friendly states,” the SNC said.
The council added that the five-member panel would also be tasked with exploring the extent to which Syrian opposition groups and their foreign supporters can help the work to be 'financially and politically feasible.'
The committee includes Syrian National Coalition President Moaz al-Khatib, SNC chief George Sabra and his predecessor Burhan Ghalioun among others.
Talks among Syrian opposition leaders were held behind closed doors on Sunday and Monday in Istanbul. The meeting will be followed by a forum on January 28 in Paris.
Syria has been experiencing unrest since March 2011. Many people, including large numbers of security forces, have been killed in the turmoil.
The Syrian government says that the chaos is being orchestrated from outside the country, and there are reports that a very large number of the militants are foreign nationals.
