He made the remarks in a meeting of high-ranking Iranian and Pakistani officials attended by Pakistan's Prime Minister Imran Khan.
Tehran and Islamabad have opened a new page in their bilateral relations, the president added.
He said that Iran and Pakistan will not permit others to interfere in their friendly relations.
President Rouhani referred to the high capacities for development of cooperation between Tehran and Islamabad and called for activating all potentials.
He also pointed to the US stance on the Holy Quds, Golan Heights, the Islamic Revolution Guard Corps (IRGC) and Iran's nuclear deal, and noted that the US has adopted dangerous measures in recent months.
The independent states of the region, similar to Iran and Pakistan should cooperate with each other and develop a plan for the region's stability and security, the president said.
He noted that Iran and Pakistan should show their commitment to fight terrorism.
Iran is ready to develop cooperation with Pakistan in various fields of oil, gas, electricity, petrochemicals, tourism, science, academics and health, president Rouhani added.
He also urged the use of national currencies between the two states, adding that development of transit routes between Pakistan, Iran and Turkey can boom the region's economy.
Iran and Pakistan have suffered from instability in Afghanistan and the two countries should cooperate to ensure stability in the region, President Rouhani added.
